The US Army Medical Command, Regional Health Contracting Office-Central, Ft. Bliss Health Contracting Cell, Fort Bliss, TX is issuing this sources sought synopsis for William Beaumont Army Medical Center (WBAMC). This sources sought is issued as a means of conducting market research to identify parties that have an interest in the resources to support this requirement, Bio-Statistician service to support William Beaumont Army Medical Center. Salient Characteristics for Bio-Statistician Service: Must be able to comply and fully support Army Regulation 351-3 that requires Medical officers appointed to GME programs to complete a research portion of their training by providing bio-statistician services. Must have completed a Ph.D. program in Statistics, Bio-statistics or Mathematics. 5-8 years’ experience working in clinical research to include experience collaborating with Clinical trial teams on the design and analysis of clinical trials and providing strategic input to and innovative solutions for clinical development programs. Must be a regional resource for the statistical support of basic science research, clinical or population based research, and evaluation of interventions designed to address issues of health and health disparities in military medicine in the region of El Paso, TX. Must have expert familiarity with the use of population-based datasets such as the National Cancer Database, Texas Cancer Registry, Nationwide Inpatient Sample, Truven Marketscan Databases, National Surgical Quality Improvement Project, and have thorough and up-to-date working knowledge of the Statistical Analysis System (SAS). Must be able to work a flexible schedule of 5-20 hours a week depending on program demand and handle 20-25 projects on a continuous basis. Must be located within local area (50 mile radius) to facilitate travel to WBAMC site within 24 hour notice to provide additional in-person statistical consultation and assistance as needed. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541990, All Other Professional, Scientific, and Technical Services. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred.
