REQUEST FOR INFORMATION This Sources Sought announcement is for planning and market research purposes only and is NOT a Request for Proposal (RFP), or Invitation for Bid (IFB). No basis for a claim against the Government shall arise as a result of a response to this Sources Sought Notice. The Government will not pay for information or comments provided and will not recognize any cost associated with the submission of responses or comments. Description: The scope of this project consists of the construction of a navigation lock at the Soo Locks complex. The project area is located in Sault Ste. Marie, MI. The lock shall be of nominal 1200-foot length by 110-foot width primarily aligned with the existing Sabin Lock chamber. The major components of the lock construction include construction of cofferdams (sheet pile cells filled with aggregate and concrete) on the upstream and downstream ends of the Sabin and Davis Locks; demolition of the existing North and South Sabin Lock walls along with the existing filling and emptying system; rock excavation to widen and deepen the existing chamber; construction of new lock walls; rehabilitation of downstream approach walls; fabrication and installation of miter gates, culvert valves, and other ancillary items. To accomplish these major features, the scope will include the following items: set-up of on-site concrete batch plant and concrete delivery system; tremie concrete placements; mass concrete placements; structural concrete placements; dewatering of coffered areas; on-site placement of demolition material/excavated rock and soil; fabrication of structural steel components; environmental controls related to construction operations, instrumentation, electrical power and control systems, mechanical systems; four Lock Operations control buildings, and new lock testing/commissioning, and potential remediation of hazardous materials. *Please note that this description is subject to change. The estimated performance period for this contract is between five and seven years. The contract is expected to be solicited around the summer of 2021. The estimated cost of construction is between $500,000,000 and $800,000,000. The North American Industrial Classification System (NAICS) code is 237990, which has a small business size standard of $39.5 million. Only contractors capable of performing this type of work should respond to this Request for Information. The U.S. Army Corps of Engineers Detroit District is contemplating to solicit this requirement as a Best Value Trade Off Source Selection. The Government is considering evaluating the potential offerors based on past performance, experience with similar work, and proposed schedule. However, the result of the market research and industry feedback will contribute to determining the method of procurement and feasible set-aside opportunities. The responses received to this notice shall be in summary format and shall not exceed ten (10) pages, including the Sources Sought Information Form.
