THIS IS FOR MARKET RESEARCH PURPOSES ONLY – This notice does not constitute a solicitation announcement or restrict the Government to an ultimate acquisition approach and NO AWARD will occur from this notice. NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS are available for this Notice. This is NOT a Request for Proposal (RFP) or Invitation for Bid (IFB). INTRODUCTION: The U.S. Army Corps of Engineers, Detroit District, is issuing this Sources Sought notice and conducting market research as a means to identify the interest and capabilities of both small and large business entities for maintenance at the Pointe Lookout Harbor, located in Au Gres, Michigan. Pointe Lookout Harbor features significant overgrowth of large trees, brush, and other vegetation. Maintenance must be conducted at the site to keep the site functional. Work is expected to include maintenance at the harbor’s North wall, such as, but not limited to, tree cutting, topping, herbicide application and vegetation removal. The objective of the project is to remove all unwanted vegetation, including small and large trees, shrubs, and invasive plant species, from the surface and crevices of the existing rubble mound breakwall/revetment. The intent is to restore the structural integrity, functionality, and inspect ability of the breakwall while ensuring safe and environmentally responsible practices. Please note, a majority of the work is to be conducted on or within the rubble mound breakwall/revetment, which poses challenges in regards to accessibility of equipment to clear vegetation and the removal/disposal of the cleared vegetation. The use of manual or mechanical methods are appropriate given the site's accessibility and structural sensitivity. The breakwall section accessibility is limited by a 3 foot wide concrete sidewalk with railing on the South side. The revetment section is fully accessible for larger equipment and travel. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES (IN FULL OR IN PART) OR PROCURED THROUGH FULL AND OPEN COMPETITION. All Small Business Set-Aside categories will be considered. The North American Industrial Classification System (NAICS) code is 561730 – Landscpaing Services, which has a small business size standard of $9.5 million in average annual receipts. The Product Service Code (PSC) is S208 – Housekeeping- Landscaping/groundskeeping. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify the firm’s business size in the attached questionnaire. Small business firms interested in performing this work are strongly urged to respond to this notice. Responses to this Sources Sought Notice will be used by the Government to make appropriate acquisition decisions.
