The US Army Corps of Engineers (USACE) Detroit District is seeking contractors with the capability to provide construction services for the FY25 Ludington & Pentwater Maintenance Dredging project. Mobilize to Ludington Harbor and Pentwater Harbor and dredge between the upstream and downstream limits as shown on the contract drawings. Place dredged material at respective placement sites pertaining to each harbor, as outlined in the contract drawings and specifications. If applicable option(s) are exercised, re-mobilize to Pentwater Harbor in 2027 and dredge between the upstream and downstream limits as shown on the contract drawings. Upon completion of the work, clean-up and demobilize from the harbors. The North American Industrial Classification System (NAICS) code for this work is 237990, Other Heavy and Civil Engineering Construction, which has a small business size standard of $37.0 million in average annual receipts with the Dredging and Surface Cleanup Activities exception. The Government intends to solicit this opportunity as an Invitation for Bid (IFB) and intends to issue the IFB as a 100% set-aside for small businesses. The Government intends to award to the contractor who submits the lowest priced bid that is determined to be responsible and responsive. General Information: The Government intends to issue a Firm-Fixed Price (FFP) Construction Contract. Anticipated Solicitation Posting Date: December 2025 / January 2026 Anticipated Proposal Due Date: February/March 2026 The solicitation package materials, documents, drawings, specifications, and attachments to the anticipated solicitation will be available only electronically. The Notice of the solicitation will be posted on the System for Award Management (SAM). Contractors can access SAM free of charge at www.sam.gov. The solicitation Notice posted on SAM.gov will include a link to all solicitation documents which will be stored in the Solicitation Module of the Procurement Integrated Enterprise Environment (PIEE) system. Ludington Harbor will be dredged using the box method targeting shoaling in Station -29+00 to -9+50 to 33' Depth +1' Over Depth and in Station -9+50 to 7+50 to 29.5' Depth +1' Over Depth. Pentwater Harbor will be dredged using the box method targeting shoaling in Station STA -14 to -6+50 to 16' Depth +1' Over Depth and Station STA -6+50 to 14+50 to 14' Depth +1' Over Depth.
