THIS IS FOR MARKET RESEARCH PURPOSES ONLY – This notice does not constitute a solicitation announcement or restrict the Government to an ultimate acquisition approach and NO AWARD will occur from this notice. NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS are available for this Notice. This is NOT a Request for Proposal (RFP) or Invitation for Bid (IFB). INTRODUCTION: The U.S. Army Corps of Engineers, Detroit District, is issuing this Sources Sought notice and conducting market research as a means to identify the interest and capabilities of both small and large business entities for construction, site work and utility installation for a new restroom building at the Crooked River Lock on the Crooked River in Alanson, Michigan. The work expected is to include providing and installing a pre-engineered restroom building, a grinder pump station, a force main within the public right of way, utilities to provide water, sewer and electrical connections throughout the site, and sitework and restoration. There may also be an optional task that would include placement of rip rap in-water adjacent to the facility. The estimated cost of construction is between $250,000.00 and $500,000.00. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES (IN FULL OR IN PART) OR PROCURED THROUGH FULL AND OPEN COMPETITION. All Small Business Set-Aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. NOT RESPONDING TO THIS NOTICE DOES NOT PRECLUDE PARTICIPATION IN ANY FUTURE REQUEST FOR QUOTE (RFQ) OR INVITATION FOR BID (IFB) OR RFP, IF ANY ARE ISSUED. IF A SOLICITATION IS RELEASED, IT WILL BE SYNOPSIZED ON THE GOVERNMENT-WIDE POINT OF ENTRY (GPE). IT IS THE RESPONSIBILITY OF POTENTIAL OFFERORS TO MONITOR THE GPE FOR ADDITIONAL INFORMATION PERTAINING TO THIS REQUIREMENT. The North American Industrial Classification System (NAICS) code is 237990 – Other Heavy and Civil Engineering Construction, which has a small business size standard of $45.0 million in average annual receipts. The Product Service Code (PSC) is Y1ND – Construction Of Sewage and Waste Facilities. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify the firm’s business size in the attached questionnaire. Small business firms interested in performing this work are strongly urged to respond to this notice. Responses to this Sources Sought Notice will be used by the Government to make appropriate acquisition decisions. SOURCES SOUGHT RESPONSES: If your organization has the potential capacity and capability to perform this type of work, please complete the attached questionnaire and submit via email to Contract Specialist Noah Bruck at noah.r.bruck@usace.army.mil and Contracting Officer Stephanie Craig at stephanie.m.craig@usace.army.mil no later than 2:00 PM Eastern Time on January 3rd 2024. Please reference in the subject line "SOURCES SOUGHT Crooked River Inland Route Restroom Construction". Interested companies who have completed similar work are encouraged to respond. Provide descriptions of three projects, similar to the project size, scope, and dollar value ($250k or larger), which have been completed or substantially completed in the last ten years. Contractors should have been the prime contractor on these projects and should include examples that show their capabilities to perform the following civil construction practices: i. Installation of underground utilities via horizontal directional drilling ii. Installation of sanitary pump stations iii. Installation of pre-engineered structures requiring utility connections The work completed for this requirement is expected to be completed at the end of calendar year 2026. This is expected to be solicited in the third or fourth quarter of FY 25. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. The Government is not committed nor obligated to pay for the information provided, and no basis for claims against the Government shall arise as a result of a response to this Sources Sought notice.
