SOURCES SOUGHT: ERDC Fellowship Program Administration and Research Support
ERDC is conducting market research to identify capable small and other-than-small businesses to establish and administer an ERDC Fellowship Program as an integrator between accredited universities and ERDC laboratories. The anticipated requirement is a single-award IDIQ contract under which ERDC laboratories would issue and fund laboratory-specific task orders, with a five-year ordering period consisting of one 12-month base period and four 12-month option periods. The contractor would recruit, screen, pay, manage, and support postdoctoral, senior, journeyman, short-term fellows, and summer student participants across technical areas such as water resources, extreme mechanics, cold engineering, geospatial analytics, resilient infrastructure, and digital engineering. Performance may include virtual and onsite collaboration at Government facilities, travel management, background/access/training compliance, intellectual-property administration, and program management/reporting. This notice is for market research only and does not constitute a solicitation or commitment; interested firms should submit a concise capability statement (no more than 5 pages) covering company information, relevant experience, technical/management capability, capacity/business approach, and small-business input, and future solicitations will generally require proposal submission through the PIEE Solicitation Module effective 1 October 2026.
