The U.S. Army is conducting a sources sought market survey to assess the availability of manufacturers capable of producing the High Mobility Engineer Excavator (HMEE) Type IV, a diesel-powered, all-wheel-drive tractor with front loader, backhoe, and attachments for excavation and construction tasks. The vehicle must meet federal highway safety, non-road emission standards, and be transportable via rail, marine, highway, and air. The Army plans to procure an estimated 360 units over a minimum of five and maximum of ten one-year ordering periods, with Firm Fixed Price (FFP) pricing established for each period. Quantities and contract length are not binding and subject to change. Responses to the questionnaire will be treated as proprietary and used solely by the Army for market analysis.
