The U.S. Army Contracting Command - Detroit Arsenal (ACC-DTA) intends to award a sole source Firm Fixed Price (FFP) contract to Active Decision Support, Inc. (ADS), to include one base year and three option years, for continued support and development of the Cost Comparison Tool for Stationing (CCATS) model update to meet Department of Defense (DoD) and Army strategic and day-to-day stationing decisions in support of the Center of Army Analysis (CAA). The Government intends to award a Firm Fixed Price, sole source contract to to Active Decision Support, Inc. (ADS), CAGE Code 53SZ1. The solicitation will be posted to SAM.gov in the near future. While it is the Government’s intent to award this requirement on a sole source basis, that does not preclude interested parties from submitting a response/proposal with a capabilities statement for consideration. *THIS IS A PRE-SOLICITATION NOTICE, OTHERWISE KNOWN AS A SYNOPSIS (SUMMARY). The Center for Army Analysis (CAA) and Army Contracting Command-Detroit Arsenal (ACC-DTA) are conducting a market survey to identify small businesses capable of providing subject matter expertise services which includes knowledge of the prior Base Realignment and Closure (BRAC) rounds and other strategic and day-to-day stationing analysis, the Cost of Base Realignment Actions (COBRA) model, the 2016 OSD-led joint process action team, the Cost Comparison Analysis Tool for Stationing (CCATS), cost analysis and estimating, stationing analysis, and model testing. Critical tasks include the continued testing of the CCATS model: both algorithms and functionality, subject matter expertise on continued improvements and changes to the CCATS model currently being developed, and training and continued support to the DoD and Army model users. Interested offerors are asked to complete the attached questionnaire and provide answers back electronically to Ms. Kelsey Greenwell, Contract Specialist, at kelsey.d.greenwell.civ@army.mil.
