The Defense Health Agency Contracting Activity in Fort Detrick, MD, intends to negotiate a sole-source IDIQ contract with Bode Cellmark Forensics Inc. for Forensic/DNA proficiency testing supplies for the Armed Forces DNA Identification Laboratory (AFDIL). Bode Cellmark will provide IQAS 20 and IQAS 40, and only ASCLD/LAB-approved proficiency testing providers can be used to maintain AFDIL’s forensic/DNA laboratory accreditation. The contract will be a requirements indefinite-delivery vehicle with a base year plus four option years. Although this is not a request for competitive quotations, responsible sources may submit capability statements with technical data and cost showing clear and convincing evidence that competition would be advantageous to the Government. The Government considers Bode Cellmark the only technically acceptable source and may make an award without further notice if no affirmative written response is received.
