The Army Contracting Command-Aberdeen Proving Ground (ACC-APG) on behalf of the Combat Capabilities Development Command (CCDC) Data and Analysis Center (DAC) requests the purchase of three (3) high resolution building footprint datasets for Minsk, Belarus; Lida, Belarus; and Warsaw, Poland. This is a one-time purchase of data to be delivered by 30 August 2019 via DVD that will be owned by the Department of Defense (DoD) after the purchase is complete. The North America Industry Classification System (NAICS) Code is 541360 and the Small Business Size is $15 Million. Award will be based on a Lowest Price Technically Acceptable (LPTA) evaluation. The proposal must identify the offeror can meet the specifications as stated below and that the three (3) datasets can be delivered by 30 August 2019. The delivery location is located on Aberdeen Proving Ground, MD. The data needed for this specific analysis project requires building footprints with 3D attribution (i.e. the "z" elevation value joined to the building footprint). Data of this "type" is the most relevant data for the analysis that CCDC is currently supporting. Additional information will be supplied upon request but can only be viewed with ArcGis software. 1.) A list of existing urban areas that your company has built (i.e. building footprints with 3D elevation values) for areas in Europe and Southwest Asia and if you possess any "off-the-shelf" products that that meets CCDC's needs be utilized that can reduce the production time. 2.) A list of potential major urban areas that could be produced for these areas (i.e. where high resolution elevation and satellite imagery co-exist). What urban areas could be produced (given availability of remotely-sensed data)? For the urban areas, densely populated areas (preferably with tall buildings / skyscrapers) must be stated.
