PROGRAM BACKGROUND Security Cooperation (SC) comprises all activities undertaken by the Department of Defense (DOD) to encourage and enable international partners to work with the U.S. to achieve strategic objectives. SC is defined as all DOD interactions with foreign defense and security establishments that build Allied and Partner military capabilities for self-defense and multinational operations; develop defense and security relationships that promote specific U.S. security interests, including all international armaments cooperation activities and security assistance activities; and provide U.S. forces with peacetime and contingency access to host nations. The Army's enduring security cooperation mission directly supports the National Defense Strategy and the Army Campaign Plan by building the capacity and capability of Allies and Partners, promoting interoperability, providing access to support power projection into contested environments, and enabling expeditionary, decisive land power for the Joint Force. HQDA, G-3/5/7 serves a co-proponent role with the Deputy Assistant Secretary of the Army for Defense Exports and Cooperation as s the Security Cooperation Force Modernization Proponent, and is responsible for all doctrine, organization, training, materiel, leadership and education, personnel, and facilities functions. REQUIRED CAPABILITIES The contractor shall provide strategic analysis pertaining to security cooperation planning, agreements, and policies while ensuring Army plans, policies, concepts, and doctrine support the National Defense Strategy and conform to National, DOD, and Army policies and, where applicable, international standardization agreements (ISAs). Further objectives include: Develop and review operational concepts and priorities for Army, Joint and multinational operations via information papers, executive summaries, and other written reports, and help to ensure the capability and applicability of total Army forces to the national and military strategy worldwide. Assess and coordinate support to the Geographic Combatant Commands (GCC) and Army Service Component Commands (ASCCs) through contact with representatives from ASCCs. Support integration and synchronization of security cooperation and budgetary decisions made both on the Army Staff and externally through monthly study of budgetary publications. Provide read ahead materials in the form of talking points, information papers, country profiles, biographies, and other relevant documents to the Chief of Staff of the Army (CSA) and other Army Senior Leaders (ASL) on DOD matters and the politico-military aspects of international affairs. Process Defense Travel System (DTS) portfolios and assist Foreign Area Officers (FAOs) with training via email and phone conversations. Provide support to the strategic leadership development program as it relates to the professional development of military and civilian personnel by attending monthly meetings and providing written notes to the government lead. Request, analyze and process Army security cooperation funding through communication with Army Commands, ASCCs and other Army entities, developing slides laying out funding analysis, attending briefings, brief as necessary and providing written notes, and providing written and verbal Program Objective Memorandum (POM) updates to Army leadership.
