The Government intends to solicit and award a sole source, brand name, firm-fixed-price (FFP), five (5) year Indefinite Delivery, Indefinite Quantity (IDIQ) for the procurement of unlimited Commercial-Off-the-Shelf (COTS) TerraBuilder and TerraExplorer Pro Annual Site License and Subscription Renewal. Proposed solicitation number: TBD The Government’s minimum requirement is for a software platform that can do the following: Software that can build cohesive, geographically accurate terrain databases for manipulating and merging aerial photos, satellite images and digital elevation models. Software that provides advanced capabilities for manipulating feature and 3D mesh layer (3DML) data and analyzing spatial relationships. Software that provide efficient streaming of terrain and 3D mesh layer (3DML) data over any network. Software that has interactive drawing tools to create and add 2D and 3D objects, labels, modify terrain objects, and buildings on a 3D terrain model. Software that allows for 3D models, video, and geo-referenced information layers. Software that supports editing and saving of layers to GIS standard file formats. Software that communicates with external local and web applications using standard COM interface. Software that has a publishing tool to create project directory ready for distribution to external local users, or for publishing to a web server and enable extraction and publishing of a geographic subset of the project for offline and mobile users.
