This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is being issued as a Request for Proposal (RFP); solicitation number is W911QY-21-R-0043. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2021-05, effective 10 March 2021. The US Army Combat Capabilities Development Command Soldier Center (DEVCOM SC) has a requirement to establish one or multiple Blanket Purchase Agreements (BPA) in order to procure services for services to test fibers, coatings, fabrics, materials, garments, textile-based end items and/or services to fabricate knit, woven, nonwoven specimens and/or knit garments to be tested, in support the DEVCOM SC’s testing, research and development efforts. This is a full and open competition using Simplified Acquisition Procedures IAW Federal Acquisition Regulation (FAR) Part 13 under NAICS code 541380 -- Testing Laboratories.
