This survey is published in compliance with Federal Acquisition Regulation (FAR) Part 10, (Market Research). The purpose of this survey is to locate potential sources to provide supplies and services for Ground Data Terminal (GDT) OZ-74(V)1GRY. There is no solicitation at this time. This request for capability information does not constitute a request for proposals. Submission of any information in response to this market survey is purely voluntary. The Government assumes no financial responsibility for any costs incurred in responding or in any subsequent exchange of information. Requirements Description: This is a market survey to locate potential sources to provide for supplies and services for the Joint Surveillance Target Attack Radar System (JSTARS) Surveillance and Control Data Link (SCDL) Ground Data Terminal (GDT) OZ-74(V)1GRY/Air Data Terminal (ADT) configuration. Cubic Defense Application, Inc. (CDA) Commercial and Government Entity (CAGE) Code 94987 was the developer of the GDT and is currently providing supplies and services satisfactorily under contract W56JSR-16-D-0020. The Government does not possess and does not intend to procure from CDA the GDT technical data package. The Government’s immediate and projected requirements over the next five years approximately, include supplies, depot support services, technical support, and repairs. In general, the source must be capable of providing supplies and services, such as inspection and test; repairing unserviceable parts, including satisfying Government-directed expedited repairs (15- day repair turnaround time requirement); providing in-house technical support and field support related to the GDT systems and its parts; performing obsolescence investigations; performing tasks associated with Modification Work Orders (MWO). The source will be required to mark parts with part number, National Stock Number (NSN), and Unique Item Identification (UID), including IUID program compliance; verify item performance; maintain a quality program; address nonconforming materials; provide technical and logistics data associated with the parts; provide engineering data for provisioning and updates to the Provisioning Parts List (PPL), if required; provide updates to technical manuals and training materials related to the parts, if needed; provide contract status reports; comply with contract manpower reporting requirements; and provide preservation, packaging, package marking, and shipping of parts, to include implementing Radio Frequency Identification (RFID). The source must be able to repair and verify the proper operation of the following spare parts needed to support the Joint Surveillance Target Attack Radar System (J STARS) Surveillance and Control Data Link (SCDL) Ground Data Terminal (GDT) OZ-74(V)1GRY/ Air Data Terminal (ADT) configuration. The supplies and services will be procured via a five-year contract and consist of the items at Appendix A. If so, please elaborate on the Program and Assessment tool(s). 6) Describe your company’s experience in identifying the alternatives for the unavailability of obsolete materials or components to mitigate obsolescence issues. 7) Discuss your company’s capability in meeting US Government contracting delivery requirements. 8) Do you have product/s or keep products in stock? This SSA is for planning and market research purposes only, and shall not be construed as a commitment by the Government. The information gathered from this announcement will be used to determine if responsible sources exist, and to assist in determining if this effort can be competitive and/or set aside for Small Business. Furthermore, the Government will use the information, in part, to determine the best acquisition strategy for a potential repair services action and/or to assist in making acquisition strategy decisions in the future.
