Statement of Work 1. Background: The Combat Capabilities Development Command (CCDC) - Soldier Center requires preventive maintenance, calibration and repair support for two (2) ThermoFisher Scientific Dionex Accelerated Solvent Extractors (ASE) 350 - Model 083116. Regular maintenance and calibration is needed to ensure optimal performance and minimize the impact of instrument down time on testing and research productivity. The Textile Materials Evaluation Team (TMET) provides accurate, verifiable and repeatable testing services to customers requesting textile testing services. 2. Requirements: The Contractor shall perform preventive maintenance, calibration, software support and repairs on two (2) ThermoFisher Scientific Dionex Accelerated Solvent Extractors (ASE) 350 - Model 083116 (Serial # 16110153 and 16102010). Repair work will consist of the installation of new parts if necessary and set up and testing to ensure function of the Accelerated Solvent Extractors. The on-site visit will include replacement part costs and labor. The contractor shall conduct preventative maintenance at least once per year, and corrective repair promptly when necessary. Corrective repair includes travel, replacement costs and labor under a fixed price service contract with unlimited repairs and provision of on-site service within 48 - 72 hours (business days). 3. Period of Performance: The period of performance for Service/Maintenance is one base year and four option years. The base year will be 10 August 2019 through 9 August 2020; option year one shall be 10 August 2020 through 9 August 2021; option year two shall be 10 August 2021 through 9 August 2022; option year three shall be 10 August 2022 through 9 August 2023; and option year four shall be 10 August 2023 through 9 August 2024. 4. Travel: Travel is anticipated under this contract to the NSRDEC in Natick, MA. 5. Security: A security clearance is not required for this work. 6. Personnel Qualifications: a. General Experience. The contractor shall have expert knowledge of the ThermoFisher Scientific Dionex Accelerated Solvent Extractor - Model 083116. b. Specialized Experience: The contractor shall have demonstrated skills in calibration, preventative maintenance and instrumental repair support of the ThermoFisher Scientific Dionex Accelerated Solvent Extractor - Model 083116. The contractor shall be a factory-trained service engineer technician. 7. Government Furnished Equipment/Information/Computer Utilization: N/A 8. Other Direct Costs (ODCs): The Government anticipates no ODC's. 9. Deliverables: •· Deliver exceptional telephone support for both machines when a call is placed to the contractor •· Deliver guaranteed service for preventative maintenance and repair visits to the government textile laboratory within a 48 - 72 hour time frame (business days) with a trained maintenance technician •· Deliver repair and service notes •· Provide one (1) preventative maintenance and calibration certificate/report per machine 10. Place of Performance: The primary place of performance for this work will be Natick Soldier Research Development and Engineering Center (NSRDEC), Textile Material Evaluation Team laboratory area. 11. Contract Management/Activity Report: The Contractor shall be responsible for managing and overseeing the activities of all Contractor personnel used in performance of this contract. The Contractor's management responsibilities shall include all activities necessary to ensure the accomplishment of timely and effective maintenance and calibration services performed in accordance with the requirements contained in the statement of work. Status report will be provided to the Government with the following information: •Ÿ Certificate of Calibration 12. Invoicing: The Contractor shall bill no more than once. Invoices must include, as a minimum, the following information: •§ Time Period Covered •§ Direct Labor Hours •§ Labor Category(s) •§ Hourly Rate •§ Any applicable indirect costs 13. Contractor Manpower Reporting: The Contractor shall report all contractor manpower (including subcontractor manpower) required for performance of this contract using the format provided at the following web address: https://contractormanpower.army.pentagon.mil. The Contractor shall include the following: •(a) Contracting Officer, Contracting Officer's Technical Representative •(b) Contract number •(c) Beginning and ending dates covered by reporting period •(d) Contractor name, address, phone number, email address, and identity of contractor employee entering data •(e) Estimated direct labor hours (including subcontractors) •(f) Estimated direct labor hours paid this reporting period (including subcontractors) •(g) Total payments (including subcontractors) •(h) Predominant Federal Service Code (FSC) reflecting services provided by contractor (and separate predominant FSC for each subcontractor if different) •(i) Estimated data collection cost •(j) Organizational title associated with the Unique Identification Code (UIC) for the Army Requiring Activity. (UIC for this contract is W1D1AA) •(k) Locations where contractor and subcontractors perform the work (specified by zip code in the United States and nearest city, country, when in overseas location, using standardized nomenclature provided on the website. •(l) Presence of deployment or contingency contract language •(m) Number of contractor and subcontractor employees deployed in-theater this reporting period (by country) The contractor shall also provide the estimated total cost (if any) incurred to comply with this reporting requirement. The reporting period shall be the period of performance not to exceed 12 months ending 30 September of each Government fiscal year and must be reported by 31 October of each calendar year. The Contractor may use a direct XML data transfer to the database server or fill in the fields on the website. The XML direct transfer is a format for transferring files from a contractor's systems to the secure web site without the need for separate data entries for each required data element at the web site.
