This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is PANAPG-24-P-0000 00080 and is issued as a request for quotation (RFQ). The U.S. Army Contracting Command – Aberdeen Proving Ground (ACC-APG) is requesting a Firm-Fixed-Price (FFP) purchase order for Commercial-Off-The-Shelf (COTS) Spectrum Management Engine software license maintenance renewals. This effort is in support of the Communications-Electronics Command (CECOM) Software Engineering Center (SEC) Software License Acquisition Branch in support of the Tactical Network Transport - On The Move, (TNT-OTM), Tactical Network Management System (TNMS) and Tactical Network Transport - At The Halt (TNT-ATH). TNT-OTM, TNMS, and TNT-ATH require Spectrum Management Engine licenses to be used for spectrum planning of the Tactical Network (TN). SME is a software component that provides automated frequency de-confliction and assignment. One instance of the SME software runs on each TN planning laptop. Frequencies are input into the software, and it automates frequency de-confliction to assist the TN developed planning software in generating communication configurations that are transferred across the network to automate the configuration of antennas, modems, radios, routers, and switches. SME utilizes metrics such as propagation results, fading effects while on the move, spectrum availability, and interference from various waveforms to automate the de-confliction of frequencies. The effort will consist of a 12-month subscription base period plus four (4) 12-month option subscription periods. The subscription periods per product are listed in the table below. It is the Government’s intent to make a sole source award utilizing the authority set forth in 41 United States Code 1901 as implemented in FAR 13.501(a)(1)(ii), sole source (including brand name) under the authority of the simplified procedures for certain commercial items. The 2022 North American Classification System (NAICS) Code for this procurement is 513210-Software Publishers. The Product Service Code (PSC) is 7A21. The RFQ for this requirement is PANAPG-24-P-0000 00080 and quotations are due within two (2) business days of this notification, no later than close of business at 1400 (EST) on 26 June 2024.
