Background: Since the Army introduction of the MOLLE Medium and MOLLE 4000 ruck sacks, Soldier feedback has indicated that the existing waterproof liner designed for the MOLLE Large, is inadequately sized to protect MOLLE Medium and MOLLE 4000. Requirements: The Army has a requirement for test items necessary for user testing and design refinement before competitive procurement for fielding. The contractor shall deliver a total of 200 liners constructed in accordance with the attached draft GL-PD 10-03A and engineering drawings necessary to manufacture the test items. The MOLLE Medium and MOLLE 4000 liners are made of double coated fabric and are constructed of radio frequency (RF) Welded seams. Fifty of the liners for MOLLE Medium and fifty of the liners for MOLLE 4000 will have a roll down closure and waterproof barrier fastener (zipper). Fifty of the liners for MOLLE Medium and fifty of the liners for MOLLE 4000 will have only a roll down closure and omit the zipper. The estimated period of performance is six (6) months. The contractor shall provide a technical capabilities statement and pricing and delivery schedule for the following in accordance with the attached SOW: MOLLE Waterproof Pack Liner, GL-PD 10-03A (draft) Type II, -1, class 2, 50 each Type II, -2, class 2, 50 each Type III, -1, class 2, 50 each Type III, -2, class 2, 50 each
