This is a sources sought notice only. Solicitation No: PANAPG-19-P-0000-022559 The US Army Combat Capabilities Development Command-Soldier Center (CCDC-SC) is issuing a source sought notice to identify potential sources that can provide filled Compressed Gas Cylinders (CGC) as well as either remove or refill empty cylinders on an as needed basis. The Government requests that responses be submitted electronically to luke.r.renzoni.civ@mail.mil by 21 August 2019 by 5pm EST. Background: The CCDC-SC conducts research and development efforts for materials and systems offering support for the Warfighter. In order to move the mission forward more efficiently and effectively, increased capability is required with respect to availability of CGC for research purposes. Because the CGCs are used quite often, the CCDC-SC requires this availability so that researchers can quickly procure full gas cylinders on an as needed basis. Further, the CCDC-SC requires vendors to refill or remove empty cylinders. Description: Requirements: Vendors shall provide CGC for CCDC-SC. This shall be achieved on an as needed basis, with a credit card purchase through an approved BPA. Up to three vendors shall be used for the duration of this BPA. The contractor's primary focus shall have two parts; the first part is the supply and the second part is the service. The CGCs must be delivered full, and picked up empty for either refilling or a swapping out of the empty container with a full container for delivery back to CCDC-SC located at General Greene Avenue Natick, MA 01760. This BPA shall cycle through at least three vendors to maintain fairness in competition. In addition, it is a requirement that vendors can provide an option to lease the CGC instead of the Government purchasing the CGC. The Government will not be purchasing CGC. The Government is requiring to be supplied with all types of compressed gasses. Once an order is placed, vendors shall deliver to CCDC-SC located at General Greene Avenue Natick, MA 01760 within three (3) working days. Responses: All interested vendors, regardless of size, are encouraged to respond to this request for information. Information submissions should include available compressed gas types, product literature, and relevant company background/experience. Information submissions must be received by 21 August 2019. Responses to this notice should be directed to luke.r.renzoni.civ@mail.mil. Responses should include information on their product(s) and how they might address the Military requirement. All information supplied will be considered confidential, unless otherwise specified by the vendor or available from other sources without restriction. This sources sought is for information and planning purposes only and does not constitute an Invitation for Bid (IFB) or a Request for Proposal (RFP) and is not to be taken as a future commitment by CCDC-SC. All respondents shall include all of the information listed below in the response email: 1. Company name and Solicitation number in the email subject line. 2. Company address, telephone number, primary contact(s) with e-mail address(es), NAICS code(s), business size (i.e., small/large/HUB Zone), CAGE code, and DUNS number. (Respondents must be registered in the SAM database in order to obtain a DUNS number. Vendors may register with SAM at http://www.sam.gov. 3. Product detailed descriptions and how it addresses our Military requirement. This can also include current or past performance of providing these products to the Government. 4. Estimated cost, minimum and maximum delivery schedule, and any anticipated discounts. 5. If applicable a GSA Schedule. 6. All assumptions, including any assumed Government support. Interested sources must reply no later than 22 August 2019. No telephonic submissions will be honored. All product information shall be submitted at no cost or obligation to the government. All submissions shall be in Adobe Acrobat (.pdf) or Microsoft Word (.doc /.docx) format. All inquiries shall be submitted electronically.
