Synopsis: This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6-Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-02 effective 05 June 2019. The synopsis/ solicitation number is PANAPG-19-P-0000-018984 for the purchase of a robotically controlled, low profile, over-runnable platform to carry each of the following surrogate Vulnerable Road User (VRU) targets-- pedestrian, bicyclist and motor cyclist. This requirement is being solicited Full and Open Competition IAW FAR Part 13.5, (Simplified Procedures for Certain Commercial Items). NAICS Code: 334519 - Other Measuring and Controlling Device Manufacturing. Description of Requirements: The objective of this solicitation is to acquire a robotically controlled, low profile, over-runnable platform to carry each of the following surrogate Vulnerable Road User (VRU) targets-- pedestrian, bicyclist and motor cyclist. Specifically the platform will carry the EPTa, EPTc and EBT targets specified in the European New Car Assessment Programs (EuroNCAP) Test Protocol for AEB VRU systems version 2.0.3, as well as other VRU targets such as a deer. For complete information please reference the attached SOW. Technical Evaluation: The Government intends to award one Firm-Fixed Price contract to the Lowest Priced, Technically Acceptable (LPTA) proposal, in accordance with FAR 15.101-2. Technical acceptability will be based on a proposal that meets all the requirements stated in the Statement of Work (SOW) attached. Vendors who are not registered in the System for Award Management (SAM), www.sam.gov, database prior to award will not be considered.
