THIS IS A DRAFT REQUEST FOR PROPOSAL (DRAFT RFP) ONLY - This Draft RFP is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever. All information submitted (in the form of questions and/or comments submitted in the provided Q&A template) in response to this announcement is voluntary, the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. SYNOPSIS: The Joint Project Manager - Protection (JPM-P) has a requirement to qualify and procure M61 canisters for the Joint Service General Purpose Mask (JSGPM). It requires the delivery of fully functional and operational M61 canisters. The work efforts required are to produce M61 canisters for the M50/M51 mask systems, and also includes provisions for product improvement efforts for the canisters. The M61 Chemical/Biological Canister is a component of the M50 and M51 masks. The canister comes in pairs with one installed on each side of the mask. The M50 mask is the general mask used by ground troops. The M51 mask utilizes the M50 configuration with additional spare parts (hood, hose, communication cable, and microphone) that are added for use by ground combat vehicle crewman. The M50 and M51 began fielding in FY2008, and fielding should be completed by the end of Calendar Year 2019. At the completion of fielding, nearly 2,000,000 masks will need to be supported. These contracts are intended to provide sustainment to the already fielded M50/M51 masks as well as the M50/M51 masks to be fielded through 2019. These masks have been fielded to all services, and canisters are a high demand sustainment component, as the canister has a shelf-life of ten years (threshold); 15 years (objective) and a relatively short service life. INFORMATION SOUGHT: All interested firms and manufacturers, regardless of size, are encouraged to respond to this Draft RFP by providing questions and/or comments in the provided Q&A Template (attachment #6).
