REFUSE COLLECTION SERVICES This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The combined synopsis/solicitation number is PAN413-21-P-0000 000913 and is issue as a Request for Proposal (RFP) to establish a Firm Fixed Price (FFP) service contract for the purchase of Refuse Collection Services at the Seward Military Resort in Seward, Alaska. The combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-04, effective 19 January 2021. The DFARS provisions and clauses are those in effect 15 January 2021. This requirement is solicited on a FULL AND OPEN COMPETITION basis. The associated North American Industrial Classification System (NAICS) code for this procurement is 562111 – Solid Waste Collection. The NAICS Code was identified through a review of the U.S. Census Bureau’s website where Waste Collection Services (Non-Hazardous Solid) was listed as a corresponding index category. The small business size standard is $41.5 million. DESCRIPTION OF REQUIREMENT: The Contractor shall provide all personnel, equipment, supplies, materials, tools, facilities, transportation, supervision, and other items and non-personal services necessary to provide refuse collection services, and ensure proper waste disposal in support of the Seward Military Resort as defined in the Performance Work Statement (PWS). NOTE: The number of refuse collection services in the PWS are estimates and they can be subject to change based on Government needs. The Government reserves the right to increase or decrease this number as long is within the scope of the work to be performed. PERIOD OF PERFORMANCE: The period of performance (POP) shall be for one (1) period of twelve (12) months from 1 April 2021 to 31 March 2022. QUESTIONS: Any questions concerning this combined synopsis/solicitation shall be submitted electronically via email to veronica.lamboysantana.civ@mail.mil no later than Thursday, February 11, 2021 at 1:00 PM (AKST). Questions shall be responded electronically via Beta SAM no later than Wednesday, February 17, 2021 at 1:00 PM (AKST). SUBMISSION: Proposals shall be submitted electronically and no other method of proposal submission will be accepted. Adobe (.pdf), Microsoft Word (.doc) and Microsoft Excel (.xlsx) are acceptable formats for submitting proposals. The Fort Wainwright Directorate of Public Works is in need of a non-personal services contract to provide waste collection services at the Seward Military Resort. The Government shall not exercise any supervision or control over the contract service providers performing these services. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non- personal services necessary to provide waste collection services at the Seward Military Resort as defined in the attached Performance Work Statement (PWS). All work performed by the Contractor shall be in compliance with all known and applicable Federal, State, and U.S Army regulations and laws, and standard industry practices for this work. In the event of conflict between regulatory guidance, Federal law(s) shall govern. The work performed under this contract is necessary to ensure continuous, safe, and reliable waste disposal that supports the customer’s mission.
