The purpose of this sources sought is to ascertain the number and type of businesses capable of and interested in performing the services required in the attached statement of work. This requirement will be formally solicited via RFQ closely following the closure of this notice. The US Army requires electrical troubleshooting and repair services at Ft. Greely, AK. The High Altitude Electromagnetic Power System (HPS) supports the military satellite communications network in the event of loss of prime power. The system is comprised of two large Caterpillar generators, UPSs, battery bank and HVAC system. They are failing to function as designed. When prime power is lost, the system is supposed to automatically turn on the generators, which in turn power the rest of the system. During testing, the automation of generator start up is failing. The contractor will be required to travel to Ft. Greely, troubleshoot the logic controller and determine the cause of failure, document the cause of failure in a write up to the customer, and then repair the issue. The current expectation is to award a firm fixed price contract with two CLINs - one for the troubleshooting effort, and one for the repair. Attached is all technical documentation available for the logic control units, the generators and the customer SOW.
