This request for capability information does not constitute a request for quote/proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. The result of this market research will contribute to determining the method of procurement. The U.S. Government does not guarantee that any future contracts may be awarded covering the aforementioned duties and responses to this Sources Sought notice do not bind the U.S. Government to any agreement with the responder, be it explicit or implied. 1. Service Description The Detainee Services contract provides library services and educational seminars to ensure the detainees receive mental and intellectual stimulation consistent with the Geneva Conventions. The contractor shall provide all personnel, management, curriculum development, instruction, transportation, office supplies, and supervision necessary to operate the Detainee Library and perform the Detainee Seminar Program IAW the Performance Work Statement (PWS). 2. Acquisition Strategy The acquisition strategy is still under development and is not finalized. The Government is contemplating a firm fixed price. The acquisition strategy will be partially dependent upon the solutions/alternatives presented as a result of this RFI.
