This is a pre-solicitation notice for wireless services for approximately 150 lines in the Netherlands. The contract will be awarded to a qualified Blanket Purchase Agreement (BPA) holder from the European Theater Wireless BPAs no later than July 24, 2026. The selected vendor must provide a comprehensive transition plan to move all service lines before the Period of Performance start date of July 25, 2026. Key requirements include the ability to transition active phone numbers within 24 hours, the use of physical SIM cards, and full compliance with Section 889.
