Request for Information/Sources Sought Introduction: This RFI/Sources Sought is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Not responding to this RFI/Sources Sought does not preclude participation in any future solicitation, if any are issued. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. Background: The 21st Theater Sustainment Command (21st TSC) has a requirement for full food services to include but not limited to requisitioning, receiving, storing, accounting, preparing, and serving of food as well as sanitation and janitorial duties at the Knights Lair, and Castle Dining Facilities in Baumholder. The primary mission is to provide quality services in support of the installation food service program. The services to be provided are non-personal services. The Contractor shall provide all supervision, labor, personnel, supplies and equipment not provided by the Government. The current draft PWS is attached to this RFI. This PWS does not represent the final requirement which is subject to change until an RFP is posted. Responses received to this notice will assist in determining the acquisition strategy of the requirement. With the requirement in mind, please answer the following questions as part of your response: What type of work has your company performed in the past in support of the same or similar requirement? Can or has your company managed a task of this nature? If so, please provide details. What specific technical skills does your company possess which ensure capability to perform the tasks? Recommendations to improve the approach/specifications/draft PWS to acquire the identified services. Please submit the following information in your response: 1. Answers to the above questions 2. Company information, to include: 1. Your company name, address, 2. The company's web page (if applicable); 3. CAGE Code and DUNS number, 4. Point of contact, including: name, title, phone, and email address 5. General company narrative of capabilities, past work etc. Responses should be provided in pdf format and are limited to 15 pages and the font shall be Times New Roman with a minimum size of 12 point. The deadline for response to this request is no later than 4:00 PM, CET, 13 February 2026. All responses under this RFI must be e-mailed to Contract Specialist, Naziha Djeriouat, naziha.djeriouat.ln@army.mil and Contracting officer, Edwin Roldan, edwin.roldan1.civ@army.mil. The Government will not return any information submitted in response to this notice. All questions must be in writing. In all responses, please reference PAN409-25-P-0000 026180. Questions for this RFI shall be submitted no later than 4:00 PM CET, 10 February 2026.
