This is a pre-solicitation notice. The actual RFQ will be issued o/a 20 March 2024. Questions regarding this event must be submitted NLT 20 March 2024. Performance Work Statement (Attachment 1) and references mentioned therein (Appendices) are attached for your use. The Contractor shall provide display of aircraft and flight program in support of Berlin Airlift 75th Anniversary Celebration for United States Army Garrison Wiesbaden, performed at Lucius D. Clay Kaserne. The Contractor shall provide a minimum of eight (8) aircrafts for a static display. Of the display aircraft, a minimum of six (6) are required to be C-47/DC-3 otherwise known as the “Rosinenbomber” type aircraft, which were the plane types used during the actual Berlin Airlift after WWII. Additional aircrafts for static display, like T-6 single engine training aircraft, which were used for pilot training during WWII, are also welcome for display. A minimum of seven (7), and no more than ten (10) C-47/DC3 aircrafts for a flight program are also required. The flight program will consist of a precision parachute jump (requiring two (2) aircrafts), close formation flight demonstrations (requiring at least four (4) aircrafts), and a simulated low-level tactical airdrop “candy drop” (requiring 4-5 aircrafts). All period aircraft provided shall be authentic to the type of aircraft used during WWII at the time of the Berlin Airlift. An anticipated 50,000 guests will attend this three-day event from 15 through 17 June 2024. Although other WWII event celebrations are scheduled in Europe, no known Government agencies are buying this specific type of service to be performed on a US Military installation in Europe.
