IAW FAR 19.000(b)(1) (ii), the Contracting Officer may apply small business procedures outside the United States and its outlying areas. The Contracting Officer asserts his/her discretion that small business contracting procedures (i.e. set-asides) are not applicable for this requirement pursuant to the modifications as set forth in FY 2018 Total Dollars Eligible for Small Business.
