No award under this Notice will be made. This is to request sources on the proposed Satellite Communications (SATCOM) Compound Paving Construction Project noted below. This information is requested from current SAM.gov holders only. A separate Request for Proposals (RFP) may be posted on SAM.gov’s website at a later date. No paper or disc copies will be issued. It is the responsibility of the offeror to review the SAM.gov website for any subsequent solicitation posting, notice of amendments, updates, or changes to posted solicitation. The Army Contracting Command, APG, Tobyhanna Branch, Tobyhanna, PA 18466, intends to solicit, negotiate, and award a firm fixed-price contract to analyze existing in-ground troughs, electrical distribution, paving condition, fencing, and provide a topographic survey and analysis of the water runoff conditions. The design includes underground conduit, drainpipe, drains and grates, a security gate, and upgraded electrical at the SATCOM compound located at Tobyhanna Army Depot. This acquisition shall be conducted in accordance with FAR Part 36 Construction and A&E Contracts. The estimated magnitude for this action is between $2,500,00.00 and $5,000,000.00. Period of Performance will be one year. A site visit will be scheduled for approximately 1 week after RFP release. Details will be listed in the solicitation. One award will be processed for this requirement. Subsequent award made by the Government will be on an all-or-none basis. The award will be based on the best overall (best value) proposal that is determined to be the most beneficial to the Government, with appropriate consideration given to the three (3) evaluation factors: technical, price and past performance. Offerors are advised that award may not necessarily be made to the lowest price offeror. The Government is not responsible for any costs incurred for contractor’s time or materials expended in preparing information/response to this Sources Sought and any subsequent Solicitation. . This notice of intent is not a request for competitive proposals. Any company believing they can provide the construction mentioned in the attachments should submit their information requested above to the contact identified below within fourteen (14) calendar days of this notice. Please limit your response to no more than three (3) pages. Please provide information/comments by closing date of this Sources Sought, 06/13/23, 4:00 PM EST.
