THIS IS A Sources Sought Notice ONLY. On behalf of The US Army Medical Command (MEDCOM), Army Recovery Care Program (ARCP), Arlington, MD, the Mission and Installation Contracting Command – Ft Belvoir, VA (MICC-FB), is issuing a sources sought notice as a means to identify parties having an interest in and the resources to support the requirements for sustaining the Army Recovery Care Program which utilizes Survey management tools for the following activities, but not limited to Standard Replacement Units (SRU) Manpower Studies, Senior Leader Cadre Course (SLCC), and internal surveys for climate surveys and functions. The agreement will be for 5 licenses. This survey support ensures ARCP captures and analyze responses to better support the Army’s congressionally mandated Warrior Care Program. The contractor will provide software license online and/or cloud-based survey development with an annual maintenance plan. Includes customer support and product updates, surveys, questions, and responses. The contractor will provide; phone and 24/7 email support, single point comment gathering, data analysis, export survey results into a multitude of file formats, activity tracking, survey customization and branding, multilingual surveys, personalized reports for individuals, and teams. Ability to use smartphones and the latest computers with survey display and analysis. Contractor will include appropriate data protection to ensure Health Insurance Portability and Accountability Act of 1996 (HIPAA) compliance. The anticipated NAICS code(s) is: 513210 - Software Publishers - This industry comprises establishments primarily engaged in software publishing. Establishments in this industry carry out operations necessary for producing and distributing computer software, such as designing, providing documentation, assisting in installation, and providing support services to software purchasers. These establishments may design, develop, and publish, or publish only. These establishments may publish and distribute software through subscriptions and/or downloads. The business size standard in millions of dollars is $47M. The nonmanufacturing rule will not be applicable to a contract awarded under this NAICS. The Product Service Code is 7A21 - – IT And Telecom - Business Application Software (Perpetual License Software) Business Application off-the-shelf software delivered by perpetual license, which also encompasses enterprise level software enabling mission capability and business operational support.
