This is a Request for Information (RFI). The United States Space Force (USSF) Space and Missile Systems Center (SMC) Development Corps Innovation & Prototyping Directorate Rapid Development Division (SMC/DCIR), Los Angeles Air Force Base, California intends to acquire a ground & space system that will comprise, at minimum, of a modular, reconfigurable, open-architecture interface testbed/flatsat capable of multiple iterations of payload to bus interface flight unit configurations. This new capability is referred to as the Wild Card Open Interface Initiative. The Government is soliciting potential sources for this requirement. The Government anticipates RFP release in Fiscal Year (FY) 2021. The USSF is developing a follow-on for the current Hosted Payload Interface Unit (HPIU) program under the name Wild Card Open Interface Initiative. The HPIU is an enabling technology that provides for the encryption and secure transfer of payload commands, telemetry, and mission data between a Department of Defense (DoD) Hosted Payload and any uncleared Host Spacecraft. This technology provides the capability to deny the Host Spacecraft unauthorized access to sensitive Hosted Payload data and allows the DoD payload to conduct its mission without the host operator’s knowledge. The HPIU provides the DoD Hosted Payload connectivity to an NSA-certified End Cryptographic Unit (ECU) to encrypt and decrypt payload data and commands and maintains the integrity of the Information Assurance (IA) boundary between the payload and the Host Spacecraft. Using lessons learned from current HPIU execution, the team is researching a new iteration of payload-bus interface prototype and pivot into a fully configurable, open architecture flatsat/testbed and Special Test Equipment (STE). They will be used for verifying any bus and any payload mechanical, protocol, data & power connections. The Wild Card prototype effort includes: 1 set of reconfigurable flatsat/testbed & STE, and 1 stressing-case Qual unit to confirm the assumptions of the ground-based emulation. The output is interface Flight Units which will become procurement items with selectable features tailored to the payload side as well as bus side. The interface flight unit fits both hosting applications and primary mission applications as well. The Wild Card Open Interface System is a collection of modules for power, command and data handling, crypto/STE, and optional data processing system that is reconfigurable on each side to a bus and/or payload and would mitigate integration & test risks up-front before spinning tailored flight units. Please note: the Government intends to have support in reviewing responses to this Sources Sought from its Federal Funded Research and Development Center (FFRDC), Systems Engineering and Integration (SE&I), and Advisory and Assistance (A&AS) contractors, not limited to Aerospace, LinQuest, and Tecolote.
