SUBJECT: Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the Personal Computer Interface Unit (PCIU), NSN 7021-01-561-5734UC, PN 714180-67, Model TSC-750M, or a form, fit, function replacement. ITEM DESCRIPTION The PCIU is part of a system used on the Air Force C-5M airlifter. This item provides the flight engineer a means to monitor and control the Embedded Diagnostic System (EDS) of the C-5M. The PCIU is a ruggedized laptop mounted at the flight engineer station that provides the Graphic User Interface (GUI) between the airplane diagnostic and control systems for the flight engineer and maintainer. The laptop uses a Microsoft Windows XP OS. The PCIU is connected to the Aircraft Maintenance Computer (AMC) through a standard Ethernet connection and receives airplane information in a near real-time environment from the AMC. The PCIU transfers a defined set of information elements to the personal computer memory card international association (PCMCIA) flash memory card, referred to as a Removable Memory Module (RMM), and displays requested information elements to the user through a GUI. The PCIU provides the ability to view faults, test points, graphs, and events, print data, forms, and reports, and perform BIT and advanced diagnostic functions of select air vehicle components. Impediment to Competition: The original equipment manufacturer for this item is VT Miltope (CAGE 54418), which maintains its configuration by part number and software version. The Model TSC-750M has been no longer in production for more than eight years and is no longer available from VT Miltope. The Government does not own any data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, VT Miltope is the only known source with adequate knowledge of the PCIU performance requirements and possession of the required technical data and capabilities needed to produce this item and ensure compatibility of the equipment. INTEREST The 409th SCMS Contracting Office intends to award a contract for the manufacture of the PCIU in support of the C-5 program. Interested parties may identify their interest and capability to respond to the requirement no later than 02 October 2020, SSS closing date by emailing James Palmer at james.palmer.11@us.af.mil and/or the contracting officer Todd Stimus at Todd.Stimus@us.af.mil.
