This is a Sources Sought Notice Only. The U.S. Government has a requirement for Waste Material Recycling Services at Camp Dwyer, Helmand Province Afghanistan. The U.S. Government contemplates making a single award, No Cost Contract for Waste Material Recycling. The duration of the contract will be for 12 months. Interested parties are encouraged to respond to this announcement by completing the below request for information and submitting your company's experience, to include previous contracts awarded for like services, qualifications and abilities to meet the requirements listed above. Send your response to the Point of Contact (POC) listed below. Information shall be submitted by 5:00 P.M. on 21 April 2019. All responses to the Sources Sought should be emailed to the POC listed below prior to the response date/time. No requests for information, requests for clarification or questions concerning this notice will be provided in response to telephone calls. Formal communications such as requests for clarification and/or information or questions concerning this notice should be submitted via email to humphrey.w.mararo.mil@mail.mil (This is NOT an official request for quote, this is strictly for market research purposes ONLY.) In accordance with Federal Acquisition Regulation, Part 10, market research is being conducted to determine estimated costs and capability of any additional sources for this requirement. All information submitted in response to this announcement is voluntary and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The Government is in no way obligated to do business with or to enter into any form of contract with any person, firm, or other entity that receives or responds to this announcement. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. NOTE: (FAR 52.204-7) Prospective contractors must be registered in the SAM database AND JCCS prior to award of a contract. By regulation, no contract can be awarded to any contractor that is not registered in the Department of Defense System for Award Management (SAM) AND Joint Contingency & Expeditionary Services. If your company is not registered in SAM you may do so by going to: http://www.sam.gov . You may be required to provide your company's Dun and Bradstreet number. If you don't have a D&B number, one can be obtained by calling Dun and Bradstreet at (800) 333-0505. Register in JCCS https://www.jccs.gov/JCCSCOE/LaunchPage.aspx. Potential scope of Contract: 1. Waste Material Recycling Reutilization: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform removal, transportation, compliant storage, processing, and recycling/reuse/disposal of 20 bales of recyclables. The pick-up for the recyclables will be once a month. 2. Insurance: The contractor shall obtain Defense Base Act Insurance coverage for all contracted workers prior to beginning performance of contract.
