This is an announcement/notice of intent to sole source. The Department of the Navy, Naval Information Warfare Center (NIWC) Pacific, intends to award a firm fixed price purchase order to Clemson University Research Foundation, 391 College Ave, Suite 401, Clemson, SC 29631. The University will design and develop two physics simulation modules which will e integrated into TrueView to enhance its ability to assess and quantify the Electro- Optical (EO) and Infra-Red (IR) vulnerability of Navy assets in maritime scenarios of military interest. This notice of intent to sole source is NOT a request for competitive quotes/proposals. The order will be awarded in accordance with FAR Part 13, Simplified Acquisition Procedures. No hard copy RFQ will be prepared or made available for distribution. A determination by the Government not to compete based upon responses to this notice is solely at the discretion of the Government. Authority for other than full and open competition is in accordance with 10 U.S.C. 2304 (c)(1) and FAR 6.302-1, only one response source and no other supplies or services will satisfy agency requirements.
