(U) The National Geospatial-Intelligence Agency (NGA) Office of Geomatics has posted a Request for Information (RFI) for the Precise Imagery and Elevation Services 2 (PIES-2) program. The purpose of this RFI is to gauge industry interest and identify sources, assess industry’s understanding of NGA’s proposed acquisition strategy for the PIES-2 follow-on program as detailed in the “PIES-2” Performance Work Statement (PWS), and gain feedback on the planned acquisition approach. (U) The PIES-2 effort is for the acquisition of software development services to develop application code and customize commercial off-the-shelf (COTS), government off-the-shelf (GOTS), and free and open-source software (FOSS) in order to meet the requirements / objectives as outlined in the PWS in support of the NGA Foundation GEOINT Group (NGA/SF). NGA/SF provides timely, relevant, and accurate data, products, and services with a focus on high priority regions of the world in support of the Warfighter, our national security objectives, and the Safety of Navigation needs of the US Government. Within the Office of Geomatics (NGA/SFN), are the Precise Imagery (NGA/SFNP) and Elevation (NGA/SFNE) Divisions, specifically tasked with developing and maintaining standards/capabilities/services. NGA/SFNP is responsible for accurate and timely GEOINT imagery / photogrammetric products, geo-positioning, accuracy assessment services and the capability to perform a variety of Ortho operations such as storing, managing, and disseminating Foundation Data to world-wide partners. NGA/SFNE provides foundational expertise for the production, validation, and management of Digital Elevation Models (DEMs), point clouds, and other 2D, 2.5D, 3D content, in addition providing terrain analysis in the production, validation, management of terrain elevation content and surfaces. (U) RFI responses are due no later than 5:00 pm ET on 01 September 2023 via e-mail only to yue.m.eng@nga.mil. Questions may be submitted via e-mail to yue.m.eng@nga.mil. In addition to the publicly posted RFI documents, a Precise Imagery (SFNP) Requirements attachment is available and must be requested via e-mail to yue.m.eng@nga.mil. The e-mail must include name of requestor, company name, company NAICS codes, and company Unique Entity ID from SAM.gov. (U) This RFI is being issued solely for information and planning purposes and does not constitute an Invitation for Bids (IFB), a Request for Proposals (RFP), a Request for Quotations (RFQ) or an indication that the Government will contract for any of the items and/or services contained in this notice (FAR 15.201(e)). In accordance with FAR 52.215-3 – Requests for Information or Solicitation for Planning Purposes (Oct 1997), the Government will not pay for any information/items submitted in response to this RFI. Data will not be returned. (U) This RFI does not commit the Government to award a contract. No determination as to the viability of this requirement has been made at this point and there is currently no solicitation for this effort. Any solicitation resulting from this RFI will be announced separately.
