The National Geospatial-Intelligence Agency (NGA) intends to issue a sole source Firm Fixed-Price purchase order to The Ohio State University. The purchase order for one semester (January to May 2022) is contemplated due to the students requiring a track of classes that are part of an NGA established learning program to meet the knowledge requirements related to Geodesy, Satellite Geodesy, and Photogrammetry. The statutory authority permitting the sole sourcing under simplified acquisition procedures is FAR 13.501(a)(1)(ii) and IAW 41 U.S.C. 1901. OSU has been a part of the gravity and GNSS community, specifically for tradecraft development for over 30 years, and their expertise will be relied upon heavily for training the next generation of geodesists in America. OSU is a very well-connected entity within the geophysical world, especially within the weapons system community. By working with OSU, NGA will be able to establish connections to this portion of the gravity and GNSS community, which will benefit the NGA. While technical learning would benefit the Office of Geomatics in a number of ways, it is not the intent of this specific program, which is certification and advanced degrees from a recognized Geomatics program within academia. NGA requires expertise in the field of Geodesy, has working knowledge of NGA's geodesy program and expertise in gravity and GNSS based techniques for a significant length of time (20+ years).
