The National Geospatial-Intelligence Agency is issuing a Draft Request for Proposal (DRFP) for the Geospatial-Intelligence (GEOINT) Data Transformation Service (GDTS) follow-on contract (GDTS III). The DRFP is issued in accordance with FAR 52.215-3, Request for Information or Solicitation for Planning Purposes (Oct 1997), with the purpose of assisting the Government in developing the highest quality solicitation and acquisition possible that will meet the mission needs of the agency. Accordingly, industry is requested to provide its response to the DRFP. The objective of GDTS III is to validate, convert, and remediate ingested file-based data sources, regardless of specification, to allow for search and discoverability when data is stored in National System for Geospatial-Intelligence (NSG) libraries and other locations. In addition, the GDTS Full Motion Video (FMV) capabilities allow FMV data to be remediated where applicable and disseminated in near real time at multiple security levels. GDTS clips FMV into variable length segments and disseminates to NSG libraries for storage and access. GDTS Moving Target Indicator (MTI) capabilities provide MTI data remediation and near real time dissemination at multiple security levels. Responses to this DRFP must be submitted on or before February 18, 2020 at 1100 Eastern Time to be considered by the Government. The Government may not respond to questions; however, all questions, comments, and/or responses received prior to the due date and time will be considered and, as appropriate, may be incorporated into a future solicitation. The full DRFP and bidder’s library documentation is posted on the Classified Intelligence Community Acquisition Research Center (IC ARC) website. A TS/SCI clearance is required in order to view the full DRFP. If you do not already have an ARC account, please visit the unclassified ARC for registration at https://acq.westfields.net and click on the "Register" link at the top right of the page to create your accounts. Be sure to include your classified email address as you will not be able to access your classified account without it. Once you have finished the registration process on the unclassified system and validated your account by clicking the link you were sent via unclassified email, you may need to wait up to two (2) business days for your classified ARC account to be created. Next, visit the classified ARC at https://acq.nro.ic.gov/ from a TS network such as NMIS, NSANet, CWE, AWAN, CWAN, JWICS, etc. using the same unclassified email and password you used on the unclassified system. This will bring you to a page where you can click a button to send yourself a verification email to the classified email account you listed when creating your unclassified account. This DRFP is not a solicitation and NGA is not requesting proposals at this time. Therefore, it shall not be constructed as a commitment on the part of the Government to award a contract nor does it obligate the Government for costs incurred in the preparation and submittal of proposals in anticipation of a contract. It is the responsibility of the prospective interested party to monitor the internet sites for any releases of information (if any) pertaining this effort.
