This synopsis is being published in accordance with Federal Acquisition Regulation (FAR) subpart 5.2, 15 U.S.C. § 637(e), and 41 U.S.C. § 1708 requiring the dissemination of information on proposed contract actions. The intent of the National Geospatial-Intelligence Agency (NGA) is to issue the Request for Proposal (RFP) HM0476-20-R-0024 for public response for the User Facing and Data Center Services (UDS) acquisition. The estimated release date of solicitation HM0476-20-R-0024 is on or about 16 September 2020. The RFP will be issued subject to FAR 52.232-18 Availability of Funds (APR 1984). This notice is not a request for competitive proposals. The Government reserves the right to cancel this solicitation, with no obligation to the vendor by the Government. The UDS RFP anticipates using Best Value – Tradeoff evaluation methods and acquisition procedures as described in FAR part 15. Contract award will be made to the offeror who provides the best overall value to the Government in terms of evaluation factors listed in Section M of the RFP. The procurement will be conducted using full and open competition procedures. The Government contemplates award of a single Indefinite Delivery, Indefinite Quantity (IDIQ) performance-based type of contract resulting from the solicitation. The ordering period of the IDIQ is five (5) years with 5 twelve (12) month Award Term Incentive years. Firm Fixed Price (FFP), Labor Hour (LH), and Cost Reimbursement (CR) task orders (TO) will be issued under the IDIQ contract. The TO type will be identified in the individual TO when issued. The UDS acquisition includes the overarching scope of work for subsequent TOs to provide the full suite of user-facing and data center Information Technology (IT) services in support of the NGA Geospatial-Intelligence (GEOINT) mission. UDS services will be on multiple networks and security domains, inclusive of Intelligence Community (IC) Cloud Environments and Desktop Environments (DTE), and at multiple locations worldwide to include new facilities and building(s) under construction (e.g., Next NGA West (N2W)). All TOs under this IDIQ contract will contain its specific scope of work in a corresponding Performance Work Statement (PWS) with associated requirements and deliverables.
