This is an announcement for the Prototype Project Opportunity Notification (PPON) for Next Generation Multi-Mission Electromagnetic Countermeasures (NG-MM-ECM) acquisition effort. This effort will be conducted in accordance with 10 U.S.C. ยง 4022, Authority of the Department of Defense to carry out certain prototype projects. If successful, the Government intends to issue a follow-on production award via an Other Transaction Authority or a Federal Acquisition Regulation contract vehicle. Background. The purpose of the NG-MM-ECM program is to develop, test, produce, and field a revolutionary advancement in Electromagnetic Countermeasures (ECM) capability on the battlefield. NG-MM-ECM systems will replace currently fielded MM-ECM systems, including body-worn, dismounted, mounted, and fixed-site configurations starting in FY25. NG-MM-ECM will provide advanced capabilities for Explosive Ordnance Disposal (EOD), Force Protection (FP), Counter-Unmanned Systems (CUxS), and ground-based electronic attack (GbEA) mission areas. United States Special Operations Command (USSOCOM), Special Operations Forces Acquisition, Technology, & Logistics (SOF AT&L), Program Manager Counter Proliferation (PMCP) requests submission of white papers in accordance with instructions contained in the PPON documentation for Phase I. This documentation will be sent to the email recipients identified using the Opportunity Registration form attached to this announcement. The deadline for replying to this announcement is NLT 4:00 PM EST 12 January 2023. A Facility Clearance Level of at least SECRET is required to receive additional documentation necessary to perform the totality of this requirement. The content of the white paper shall be drafted based on the PPON and its attachments, including the Prototype Requirements Document. White paper submissions shall be delivered in accordance with Section 3.3 of the PPON NLT 4:00 PM EST 17 February 2023.
