The Department of the Navy, Naval Information Warfare Systems Command (NAVWAR), on behalf of the Office of the Chief Engineer, is conducting market research seeking industry feedback regarding Model Based Systems Engineering (MBSE). MBSE is a paradigm shift in systems engineering methodology. The main pillar of MBSE is that all persons working on system development have persistent real time access to all system data. This pillar presents new challenges and concerns in regards to data sharing, modeling software use, modeling methodology, and Government/Contractor collaboration. The intention of this Request For Information (RFI) is to solicit industry feedback on MBSE verbiage and requirements for all sections of a standard procurement request. It is NAVWAR’s intention that all future systems engineering efforts contracted out of NAVWAR will include this language as part of their RFIs and RFPs. NAVWAR is requesting industry feedback on the contract requirements, work statements, and CDRLS (see attached MBSE Systems Engineering Requirements document for list of CDRLS).
