Naval Air Systems Command (NAVAIR) intends to negotiate and award a sole source contract with Sikorsky Aircraft Corporation (SAC), 6900 Main Street, P.O. Box 9731, Stratford, CT 06615, for the procurement to analyze tie down patterns for IOT&E of the CH-53K aircraft. The analysis will be conducted on LHD 1 Class, LHA 6/8 Class, CVN Class, LPD 17 FLT I/II Class, and ESB Class ships. The intended contract will be initially issued as a letter of direction in FY21 and FY22 for longer lead support. The effort consists of nonrecurring and recurring engineering necessary for the systems engineering, program management, publications, logistics support, quality assurance, technical, administrative, and financial data requirements. Sikorsky has been the designer and developer of the aircraft for the H-53 legacy and CH-53K helicopters, and, accordingly, is the only known responsible firm with the requisite knowledge, capability, experience, technical data, and test equipment necessary to fulfill the Government’s requirements within the required timeframes herein. The authority permitting other than full and open competition is Title 10USC 2304(c)(1), as instructed by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2), only one responsible source and no other suppliers or services will satisfy agency requirements. This synopsis is for informational purposes only and is not a request for competitive proposals. However, the Government will consider any capability statements received within fifteen days after date of publication of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement.
