The Defense Logistics Agency Family & Morale, Welfare, and Recreation (FMWR) invites qualified offerors to submit proposals in response to the Request for Proposal (NAFUA1-25-R- 0007) to provide all labor, equipment, materials, and incidentals to operate two (2) cafeterias and a mobile food truck at the Defense Distribution Depot San Joaquin, Tracy, California. A site visit may be scheduled with the Contracting Officer at stephen.villamil@dla.mil. All site visits shall take place no later than September 9, 2025. All questions are due to the Contracting Officer in writing no later than 3:00 PM EST on September 11, 2025. All proposals are due no later than 3:00 PM EST on September 18, 2025. Defense Logistics Agency (DLA) Morale, Welfare, and Recreation (MWR), a Nonappropriated Fund Instrumentality of the Department of the Army, has a requirement to for a contractor to operate two (2) cafeterias and a food truck for DLA Distribution San Joaquin, Tracy, California. It is the Government’s intention to issue a single award concessionaire (revenue-generating). The North American Industry Classification System (NAICS) code for this requirement is 722310. The Government will solicit and award this action using Army Regulation 215-4. The award will be issued on an all or none basis. The Government will not pay for these services and anticipates to receive a fee paid monthly as a commission and/or a flat-fee. The solicitation, (NAFUA1-25-R-0007) will be posted on or about 18 August 2025 and made available on the web site https://www.sam.gov. It is the responsibility of the offeror to continually view the website for the solicitation and any amendments. Contractors interested in doing business with the Government must be registered with the SAM website accessed through https://www.sam.gov. Contractor must also ensure annual representations and certifications are current or complete them at the SAM website as well. All prospective offerors interested in submitting a proposal must have a commercial and government entity code (CAGE code).
