SUBJECT: DLA Defense Supply Center Columbus Barbershop Services – Solicitation # NAFUA1-25-R-0004 Greetings Prospective Contractors, Thank you for your interest in receiving the solicitation packet for the Defense Logistics Agency (DLA) Defense Supply Center Columbus (DSCC) Barbershop concession services at DLA DSCC, Columbus, OH. Enclosed is the Request for Proposal (RFP). Note Section L.17 for Site Visit and Proposal Questions, site visits are by appointment only, please contact Craig Pruett, Business and Recreation Director via email: Craig.Pruett@dla.mil or phone (445) 737-6014. All questions and discussions during the site visit should be limited. Any questions asked during the site visit and any questions related to the solicitation shall be submitted to the Contracting Officer (KO) in writing. Please note Section L.19 for Proposal Preparation Instructions and Section L.4 for where and when to submit your proposal. The proposal due date is scheduled for September 19th, 2025 at 4 p.m. Eastern Daylight Time. Any information received and not included in an amendment will not be considered as part of the solicitation and subsequent contract. Defense Logistics Agency (DLA) Morale, Welfare, and Recreation (MWR), a Nonappropriated Fund Instrumentality of the Department of the Army, has a requirement to for a contractor to operate a barbershop for Defense Supply Center Columbus, Ohio. It is the Government’s intention to issue a single award concessionaire (revenue-generating). The North American Industry Classification System (NAICS) code for this requirement is 812111. The Government will solicit and award this action using Army Regulation 215-4. The award will be issued on an all or none basis. The Government will not pay for these services and anticipates to receive a fee paid monthly as a commission and/or a flat-fee. The solicitation, (NAFUA1-25-R-0004) will be posted on or about 18 August 2025 and made available on the web site https://www.sam.gov. It is the responsibility of the offeror to continually view the website for the solicitation and any amendments. Contractors interested in doing business with the Government must be registered with the SAM website accessed through https://www.sam.gov. Contractor must also ensure annual representations and certifications are current or complete them at the SAM website as well. All prospective offerors interested in submitting a proposal must have a commercial and government entity code (CAGE code).
