This is a Request for Proposal to operate The Commons Club located at Fort Drum, NY on a concession basis in accordance with AR 215-4. Concession contracts are those in which a contractor is authorized to provide goods or services in a designated location for a specified period of time. Concession contracts involve the direct sale of supplies or services to authorized NAFI patrons. Payment provisions of concession contracts shall specify the terms by which the contractor (concessionaire) shall pay the NAFI, either a dollar amount based on percentage of gross sales or a flat fee. This is an Army Nonappropriated Fund solicitation NOT subject to the FAR and other Appropriated Funds provisions.
