This notice is issued solely for information and planning purposes – it does not constitute a Request for Quotes (RFQ) or a promise to issue an RFP or RFQ in the future. This notice does not commit the Government to contract for any supply or service whatsoever. Further, the Navy is not at this time seeking quotes and will not accept unsolicited quotes. Interested parties are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this notice; all costs associated with responding to this notice will be solely at the interested party’s expense. Not responding to this notice does not preclude participation in any future RFQ, if any is issued. If a competitive solicitation is released, it will be released on NECO and SAM. It is the responsibility of the potential quoters to monitor these sites for additional information pertaining to this requirement. The NAVSUP Fleet Logistics Center Norfolk, Contracting Department, Philadelphia Office is seeking information from interested sources capable of providing a forum for collaboration, sharing of classified work, exchange of information, critical peer review and feedback as well as development of subsequent generations of operations analysts. Specific tasks include an annual classified symposium, organizing an annual Education Colloquium, conducting special meetings, and workshops and training throughout the year, composing and distributing the reports from the symposium and the special meetings, and maintaining the website established for the services, The contractor will also be required to compose and distribute the PHALANX, a quarterly magazine of National Security Analysis, and a journal publication documenting the results of their research services in an effort to promote the growth of the national security analytic community. It is anticipated that a single award indefinite delivery indefinite quantity (IDIQ) contract will be awarded, with a five year ordering period from 25 March 2024 – 24 March 2029. The current requirement is being satisfied by the Military Operations Research Society (MORS) under N0018919DZ019. This firm fixed price IDIQ contract contains a five year ordering period and will conclude on 24 March 2024. It is anticipated that this requirement, if solicited, will be under NAICS code 813920 Professional Organizations. The size standard is $20.5M. The FSC is R499 Support – Professional Other. The specific acquisition strategy has not been finalized at this time. Please see the attached draft Performance Work Statement (PWS) which details the types of tasks that the contractor will be required to perform under this IDIQ.
