Subject to FAR Clause 52.215-3, entitled Solicitation for Information of Planning Purpose, this announcement constitutes a Sources Sought for information and planning purposes. Scope: Naval Computer and Telecommunications Area Master Station Atlantic (NCTAMS LANT) has a requirement to provide highly available and resilient Time Division Multiplex (TDM) telecommunications services to Department of Defense and other government agencies at NCTAMS LANT, Great Lakes, IL. The services include automated CENTREX switched voice services via the Public Switched Telephone Network and the Defense Switched Network (DSN), as well as dedicated point to point circuits within a campus environment. Place of Performance (Site Location): Base Communications Office (BCO) Great Lakes Building 26, 525 Farragut Avenue, Great Lakes, IL. 60088 NAICS Code: The North American Industry Classification System (NAICS) Code for this requirement is 517311, Wired Telecommunications Carriers, and the Size Standard is 1500 employees. Period of Performance: This requirement is for a five (5) year order period. Task orders are expected to be issued for 12 month periods from 01 December 2020 to 30 November 2024 with a six (6) month option through 30 May 2025 pursuant to FAR 52.217-8 if circumstances necessitate this option. The contract is estimated to be awarded no later than 01 November 2020. Contract Type: The proposed procurement is a single award, Firm-Fixed-Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract. Responses: Reponses to this Sources Sought request should reference N7027220RTCOM and shall be submitted electronically to Rachel Karkane at Rachel.karkane@navy.mil by 12:00 pm EST on 29 October 2019. Responses shall include the following information in this format: 1. Company name, address, POC name, phone number, fax number and email. 2. Contractor and Government Entity (CAGE Code). 3. Size of business - Large Business, Small Business, Small Disadvantage, 8(a), Hubzone, Woman-owned and/or Veteran-owned. 4. Relevant past performance on same/similar work dating back 5 (five) years and your company’s capacity to perform the type of work. 5. Please provide evidence of an existing reseller agreement with the current infrastructure owner. In addition, evidence of a facility security clearance will be required at the time of solicitation. 6. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition as specified in the Draft Performance Work Statement (PWS). Standard company brochures will not be reviewed. Submissions are not to exceed two (2) standard typewritten pages. All technical questions and inquiries maybe submitted within the response. 7. Also, indicate if your company can be a prime contractor for this effort or, if not, whether your company can be a subcontractor.
