NAVSUP Fleet Logistics Center San Diego intends to negotiate and award in accordance with FAR Part 12, a firm-fixed price services contract, on a sole source basis under the authority of FAR 6.302-1(b)(1); Only one responsible source and no other supplies or services will satisfy agency requirements, with Vertiv Corporation; 1050 Dearborn Drive, Columbus, OH 43085; for routine maintenance and repair on the Uninterruptible Power Supply (UPS) system that’s installed at NCTS-SD. The Uninterruptible Power Supply (UPS) system installed at NCTS-SD is manufactured by Emmerson Network Power, Leibert Services (now Vertiv). Vertiv has factory trained engineers that have access to any field change notices, software, and parts that are not available to any third party service personnel. Vertiv does not offer extensive training to other than their company engineers. To be able to perform preventative and corrective maintenance on the equipment installed would involve using their proprietary software, parts, and testing equipment that is not available for purchase. Place of performance is Naval Computer and Telecommunications Station San Diego; 1482 Read Rd., San Diego, CA 92135. The applicable NAICS code is 811310. This notice of intent is not a request for competitive proposals. No formal solicitation package is available. The Government will not be responsible for any cost incurred in responding to this notice; however, interested parties may identify their interest and capability to meet the requirements and past performance data no later than 08:00am Pacific Standard Time on 23 March 2021. All interested parties must demonstrate their ability to perform preventative and corrective maintenance on the Liebert Uninterruptible Power Supply (UPS) system IAW Vertiv factory trained and authorized procedures. A determination by the Government not to compete this proposed effort on a full and open basis is solely within the discretion of the Government.
