Notice ID:N6945027RPW04

The Navy is conducting a sources-sought market survey to identify potential offerors for wholesale recapitalization and cybersecurity hardening of the Navy-owned 230kV transmission loop and ancillary equipment at Naval Submarine Base Kings Bay, Georgia; no solicitation, specifications, or drawings are currently available. The project includes relocating the high-power loop and crossing tower across the North River, replacing conductors, modernizing substation protective relays, breakers, disconnects, insulators, bushings, surge arrestors, and ground-grid bonding, and implementing encrypted SCADA with secure utility data exchange. Offerors must demonstrate relevant high-voltage utility interconnection experience, live-line interconnection capability, secure supply-chain management, cybersecurity expertise (e.g., NERC CIP and DoD UFC 4-010-06 for ICS), and security-cleared personnel/approvals for a Tier 3 military installation. The anticipated period of performance is approximately 900 calendar days from award, and the estimated magnitude is $100,000,000 to $250,000,000. Interested large and small businesses, including 8(a), HUBZone, SDVOSB, VOSB, and WOSB concerns, should respond using the attached questionnaire in PDF format, limited to 5 pages and 5MB.
