NAVFAC Southeast is conducting a sources-sought market survey to identify qualified small-business and socioeconomic-category contractors for a design-bid-build construction project at Keesler Air Force Base in Biloxi, MS; this is not an RFP and no contract will be awarded from the announcement. The project will construct a new 3,983-SF Air Traffic Control Tower and 9,709-SF Flight Simulator Facility adjacent to Base Operations, including drilled piling, reinforced concrete, structural steel, an elevator, a 500-kW backup generator, perimeter fence, utilities, pavements, and site improvements, with Miami-Dade hurricane-code and DoD antiterrorism/fire-protection compliance. The construction magnitude is between $20,000,000 and $50,000,000, the anticipated performance period for base and options is 1,219 calendar days, and anticipated award is third quarter FY 27. Interested firms should submit capability statements limited to four pages covering company information, business size/socioeconomic status for NAICS 236220, bonding capacity of at least $50 million per project, SAM registration, interest in proposing, and two to five relevant projects completed in the past seven years. Relevant experience must demonstrate prime-contractor vertical construction on an active airfield using a self-performed crane, valued at approximately $20 million or more and similar in size, scope, and complexity, and the prime contractor must be able to self-perform at least 15 percent of the work.
