Repair of Waterfront Utility Services Transmitted via a Utilidor Tunnel at NSB Kings Bay, GA

Notice ID:N6945027RM610

NAVFAC Southeast issued a sources-sought market survey—not a request for proposals or bid invitation—to identify potential offerors for a design-bid-build project at Naval Submarine Base Kings Bay, GA, to repair waterfront utility services transmitted through the Utilidor tunnel. The phased project will repair potable water, fire protection, process water, chilled water and insulation, sanitary sewer, oily waste, and industrial wastewater/saltwater piping, plus hangers, supports, valves, and concrete access covers, while meeting 2024 IBC, NFPA 101, and UFC requirements and avoiding impacts to ongoing operations. The anticipated performance period is 630 calendar days, with an estimated construction magnitude of $100,000,000 to $150,000,000 and an anticipated award in fourth-quarter FY 2027. All qualified interested parties, including 8(a), HUBZone, WOSB, VOSB, and SDVOSB firms, are encouraged to submit capability statements covering contractor information, socioeconomic status, bonding capacity of at least $150 million per project, SAM registration, interest, existing contract vehicles, and 2–4 relevant projects valued at $40 million or greater completed in the past seven years. Responses are for market research only and will help the Government tailor requirements; no contract will be awarded from this announcement.
