This project is located at Paragon Army Base, Charnocks, Barbados. The general scope of this requirement includes but is not limited to design and construction of a four-story multipurpose rappel tower structure to facilitate rappelling, rock climbing, fast roping and traditional rope climbing. Due to high winds and corrosive environment, the rappel tower must be constructed of precast concrete. This project is replacing a rappel tower that is utilized to train partner nation security forces. Approved Justification and Approval for a Sole Source Contract to a local contractor in Barbados based upon Federal Acquisition Regulation (FAR) 6.302-2 Unusual and Compelling Urgency. Unusual and Compelling represents situations in which delay in award would result in injury, financial or other, to the Government. Additionally the DFARS PGI identifies circumstances under which use of this authority may be appropriate, which includes construction needed at once to preserve a structure or its contents from damage. This project is replacing a rappel tower that is utilized to train partner nation security forces. If unable to complete construction of this facility in a timely manner, the military readiness of partner nation forces will be significantly impacted.
